Phase 3

As outlined in TII’s Project Management Guidelines (PE-PMG-02047, July 2025) the purpose of Phase 3 is to develop the project design, following selection of a preferred option, based on both technical and environmental inputs, to a stage where sufficient levels of detail exist to establish landtake requirements, to identify and mitigate project impacts, and to progress the project through the statutory processes. 

Design and environmental evaluation are the purpose of Phase 3, with a view to ensuring that a buildable option that meets the project objectives and provides value for money is achieved. 

Design and environmental evaluation proceed in tandem as environmental evaluation may prompt design amendments which eliminate or mitigate potential environmental impacts. It is necessary that the design is developed to an appropriate level of detail to facilitate a systematic assessment of the potential impacts associated with the Project and to establish land-take requirements. The land acquisition process(es) via which land will be acquired for the Project will be approved by the Steering Group. 

The processes and deliverables required to complete Phase 3 are outlined in the figure below:

Project Execution Plan: Sponsoring Agency updates the Project Execution Plan (PEP) and documentation.

Environmental Evaluation Documentation: Includes determining and procuring surveys, obtaining licences/permits, identifying statutory processes, and preparing environmental documentation.

Design Documentation: Involves designing the project per standards, obtaining design approvals, preparing cost/risk/value management deliverables, and collating the draft design report for peer review.

Design Report: Sponsoring Agency finalises the design and environmental deliverables.

Peer Review: The peer review process is completed, with responses to issues raised.

Cost Management Manual Deliverables: Cost, risk, and value management deliverables are finalised.

Project Appraisal Report/Detailed Business Case: Prepared according to PAG Unit 13.0 Appraisal of Active Modes.

Environmental Deliverables: Include preparing the Schedule of Environmental Commitments.

Land Acquisition Documentation: Involves identifying land acquisition requirements and appointing valuation/legal advisors.

Phase 3 Gate Review Statement: Confirms that documentation demonstrates required project maturity.

The process concludes at the Approving Authority Approval Point (Approval in Principle). Color coding distinguishes deliverables (blue), process steps (green), and appraisal-specific actions (yellow).
